They spawn appropriate to the system you are in, so expect to see Tier 1 fighters in Naboo space, but that Diamond in Kessel will get you some Tier 5 attackers, generally around 2-4 spawn at any given time. After the NGE i was basicly looking for a reason to keep playing the game and found that reason in being a space captain.
